Jemu chodzi chyba o to, że UTC i GMT to naprawdę to samo, a pod kątem implementacji jest to traktowane jako dwa osobne rodzaje.
Nie znam się na PHP, ale krótkie googlowanie pozwoliło mi znaleźć coś takiego:

czyli: nie używaj GMT.
