Potrzebuję porady jakie rzeczy muszę zainstalować aby móc dodać projekt w VS 2019 - Class Library (Portable for iOS, Android and Windows)?

Szablony dla Portable Class Libraries (PCL) nie są już dostępne, zamiast nich powinieneś budować po prostu "Class Library (.NET Standard)" i ustawić odpowiedni poziom .NET Standard dla zgodności z tym, czego potrzebujesz.

Za release notes:

Portable Class Library (PCL) project templates are no longer available, and project support will not be installed by default. New projects intended to target multiple platforms should use the .NET Standard project type. Customers who require PCL project support must install the component separately from the Individual Components tab in the Visual Studio installer.

(ten komponent nazywa się AFAIR ".NET Portable Targeting Pack", ale nie zawiera szablonów projektów PCL)
