There are no such universities in Poland.
But you may rent an apartment in Poland or even cheaper country and self-study there.
It's a wise solution. The time you spend on self-study cost significantly less in some places :]

Warsaw, Poznań, Wrocław and maybe Tri-city and Cracow. That's where universities of technology are considered the best.
